How to Build a Construction Material Technical File

Build a controlled technical and commercial document pack around the product family, destination market and contract requirements.

“Certificates are available” does not establish that a construction material file is complete. The required documents vary by product family, destination, contract, project specification and customs classification. A document valid in the European Union may not automatically satisfy a project or authority in Oman or Iraq. Begin with a matrix showing the source of every requirement.

1. Identify the product and destination

Record product code, description, intended use, manufacturer, origin, destination, project and proposed HS code on one cover sheet. Do not close the file until classification and import conditions have been checked with the authorised customs party.

2. Separate legal, contractual and consultant requirements

Use different columns for statutory obligations, buyer requirements and project submittal requests. Assign an owner, deadline and approval state to each line.

3. Build the product submittal

  • Current technical data sheet
  • Applicable standard and test method
  • Relevant laboratory reports
  • Installation, use, maintenance and safety instructions
  • Dimensions, tolerances, colour and packaging
  • Sample and approval record

4. Review conformity documents by scope

Check issuer, number, product scope, production site, validity and verification link. CE marking or a declaration of performance and conformity applies only where the relevant market and product rules require it. The EU's newer Construction Products Regulation introduces a phased framework for electronic declarations and construction digital product passports; the applicable transition must be confirmed for the product.

5. Match technical and shipping descriptions

The commercial invoice, packing list, origin document, transport document and export declaration should use a product description consistent with the technical file. Link carton, pallet or roll identifiers to the production batch where practical.

6. Pre-check Oman Bayan requirements

Oman Customs uses Bayan for declarations and attachments required by declaration type. Its official service lists the commercial invoice, manufacturer's country-of-origin certificate and declaration from the exporting country among core documents, together with permits where the item requires them. Search current commodity-specific requirements before dispatch.

7. Use a revision-controlled digital folder

Include product code, document type, language, revision and date in file names. Track document owner, expiry, verification URL and shipment reference in the ERP so outdated or mismatched records can trigger an alert.

Does every construction product require CE marking?

No. Confirm the destination, product scope and applicable technical legislation.

Is a test report the same as a certificate?

No. A report records results for a defined sample and method; a certificate may establish a defined conformity or system scope.
