How to Prepare a Private-Label Detergent Manufacturing RFQ

Send every manufacturer the same brief and align formula, packaging, MOQ, print, testing, delivery and responsibility before comparing unit prices.
A request for private-label detergent production needs more than product type, bottle volume and target quantity. One manufacturer may offer a stock formula and standard pack while another includes custom development, testing, print and logistics. Define product, quality, packaging, regulatory and delivery scope in one RFQ before comparing prices.

1. Build the product brief before the claim
State product type, household or professional use, target surface, method, dosage, fragrance, colour, viscosity, pack size, sales channel, country and cost target. Broad wording such as powerful, natural or antibacterial should not become a final claim without evidence and regulatory review.
2. Separate stock and custom formula scenarios
A stock formula may reduce development time and cost but offer less differentiation or exclusivity. A custom formula can require more testing, time, MOQ and intellectual-property decisions. Define ownership, licence, change authority and access to the technical file if the manufacturer changes.
3. Make sampling measurable
Track each sample by code, date and formula revision. Beyond fragrance and colour, define cleaning performance, foam, rinse, pH, viscosity, density, appearance and use-specific controls. The approved golden sample becomes a controlled reference, but one sample does not prove the complete shelf life.
4. Break MOQ into production, packaging and print
Minimum quantity is not driven by the mixing tank alone. Bottles, closures, pumps, labels, cartons and print suppliers can have separate minimums. Ask for formula-production MOQ, filling MOQ, packaging MOQ and ownership of excess printed components. Define storage and reuse of remaining stock.
5. Select packaging with formula and logistics
Test bottle, closure, seal, pump, fill level and label with the formula under storage and transport conditions. Examine leakage, swelling or panel collapse, colour transfer, label lift and dosing. Carton strength, pallet pattern, container stacking and e-commerce parcels should reflect the actual route.
6. Separate artwork from regulatory approval
A visually approved label is not automatically compliant. Verify product name, use, dosage, warnings, ingredient disclosure, responsible operator, quantity, batch, contact, language and hazard communication by country. Record the artwork approver, regulatory reviewer and final version.
7. Manage transitional rules by date
EU Regulation 2026/405 on detergents and surfactants was published on 2 March 2026 and contains transition provisions leading to general application on 23 September 2029. Data architecture can prepare for future items such as a digital product passport, but a future provision should not be presented as a current obligation. Refresh the market matrix before quotation and production.
8. Attach a quality plan
Define raw-material and pack receipt, process controls, fill quantity, closure control, finished-product tests, retained samples, nonconformance and batch release. “Quality control included” is not comparable without methods and limits. If third-party testing is required, identify laboratory, sample owner and cost.
9. Convert unit price to delivered cost
- Formula development and samples
- Raw material, mixing, filling and production loss
- Bottle, closure, pump, label, carton and pallet
- Tooling, plates, artwork adaptation and print setup
- Testing, technical file, registration and advice
- Storage, freight, insurance, customs and unloading
- Excess packaging, safety stock and working capital
10. Manage lead time through gates
Brief approval, first sample, revision, compatibility, artwork, pilot, commercial production, release and dispatch are separate dates. State when a quoted lead time begins. Show client delays, packaging supply, regulatory revision and resampling in the programme assumptions.
11. Define contractual responsibilities
Address formula and brand ownership, confidentiality, substitutions, site changes, recall, complaints, defects, excess packaging, disposal and file handover after termination. Manufacturer experience or certificates do not automatically remove the brand owner's destination-market responsibilities.

Frequently asked questions
Is the lowest MOQ the cheapest option?
Not always. Unit price, leftover packaging, freight and reorder frequency affect total cost.
Can a stock formula launch immediately?
It may be faster, but market, label, pack compatibility and batch release still require completion.
Does sample approval release production?
No. Pilot and commercial lots require controlled formula and quality verification.
