Industrial Flooring Survey and Quotation Scope Checklist

A reliable flooring quotation is more than a square-metre rate. Align substrate condition, preparation, system layers, operational downtime and acceptance evidence.
Many industrial flooring quotation gaps begin with the survey rather than the resin. Two square-metre prices are not comparable when preparation, crack repair, moisture risk, details, thickness and downtime differ. This checklist turns requests for factories, warehouses, parking decks and technical rooms into a measurable scope.

1. Record operating conditions
Document the area, activity, daily pedestrian and vehicle traffic, wheel type, point load, impact, vibration, temperature, cleaning regime and chemical spills. Replace broad claims such as acid resistant with substance, concentration, contact time and temperature. Mark turning zones, loading doors and machine perimeters as separate risk areas.
2. Define the existing substrate with evidence
Map concrete age, visual condition, old coatings, weak laitance, dusting, oil contamination, cracks, joints, local repairs and level defects. Visual inspection is an initial screen; it is not sufficient acceptance evidence by itself. Depending on the project, moisture, profile, adhesion or tensile controls should be selected using current standards, manufacturer instructions and the specification.
3. Manage moisture with a stated method
A surface that looks dry does not describe moisture movement below a coating. The bid should state the measurement method, locations, source of the acceptance limit and action for nonconforming results. A moisture barrier should not be inserted as an unsupported assumption; price it as a defined option based on results and compatibility.
4. Make surface preparation an explicit item
Cleaning, mechanical abrasion and creating a profile are different operations. Shot blasting, grinding or another method should follow the concrete condition, target system and site constraints. State the method, edge work, dust control, waste removal and post-preparation acceptance record. ICRI concrete surface profile references provide a useful shared language between the owner, applicator and coating supplier.
5. Do not hide cracks and joints in one allowance
Static cracks, moving cracks, construction joints and expansion joints require different decisions. Measure their length, repair approach and movement risk separately. Covering a joint does not eliminate movement. The proposal should identify included repairs, rules for newly exposed defects and the final joint detail.
6. Describe the system layer by layer
Primer, body coat, aggregate, main layer and topcoat should carry product codes, theoretical consumption and target dry-film or system thickness. Three coats of epoxy is not a performance specification. Define colour, gloss, slip requirement, UV exposure, hygiene and antistatic needs by zone. Include current technical and safety data sheets.
7. Separate plan area, details and consumption
Plan area may differ from billable work. Coves, ramps, channels, plinths, machine bases, markings and local repairs need separate measurement. Surface profile and porosity can affect consumption. Show net area, measurement rule, included details, tolerance and the approval route for additional work.
8. Connect downtime to the method statement
Preparation, repairs, intercoat intervals, cure, pedestrian opening and vehicle opening are separate milestones. Read manufacturer data together with temperature, humidity and site conditions. Fast-cure systems may shorten downtime but do not justify reduced preparation. For phased work, define boundaries, temporary routes, dust control and shift coordination.
9. Establish a mock-up and acceptance plan
A representative mock-up helps confirm colour, texture and application method, but it does not automatically guarantee the performance of the complete floor. The inspection plan should address appearance, thickness records, adhesion checks where required, joints, cleanliness, punch-list items and handover documents. Agree the device, sampling frequency and criteria before work starts.
10. Complete the commercial schedule
- Currency, tax, price validity and payment milestones
- Materials, labour, mobilisation, equipment, power and water
- Working hours, permits, safety and area handover
- Waste, empty packaging, cleaning and removal responsibility
- Exclusions, assumptions, extra-work rates and delay effects
- Warranty boundaries, maintenance and damage exclusions
Minimum RFQ data pack
- Measured plan, photographs and substrate age
- Traffic, load, chemical, cleaning and temperature data
- Available shutdown window and phasing limits
- Appearance, slip, colour and special performance targets
- Existing test results and project acceptance criteria
- Options that must be priced separately
